    • PROBLEM TO BE SOLVED: To provide a temperature measurement device of a lower surface of a steel plate capable of preventing wetting of a thermometer body with cooling water which causes adhesion of scale or the like, and capable of maintaining performance for a long time. SOLUTION: The temperature measurement device 1a for measuring the temperature of the lower surface of a rolled material W includes a distal end window 13a which is an opening provided on an upper surface side of a cooling header 7 confronting the lower surface of the rolled material W, and a long-hole shaped base end window 14 which is an opening provided on a lower surface side of the cooling header 7 and having a diameter longer than the distal end window 13a along the longitudinal direction of the cooling header 7. With respect to the distal end window 13a and the base end window 14, a first side surface 15 is provided which connects one end of the distal end window 13a in the longitudinal direction of the cooling header 7 and one end of the base end window 14 in the perpendicular direction, and a second side surface 16 is provided which connects the other end of the distal end window 13a in the longitudinal direction of the cooling header 7 and the other end of the base end window 14 in the oblique direction. A thermometer 17 is arranged on the base end window 14 on the second side surface 16 so that the measurement direction is directed to the lower surface of the rolled material W through the distal end window 13a.     • PROBLEM TO BE SOLVED: To make it possible to correctly and surely regulate the temperature of molten steel in a ladle refining, which performs a refining while regulating the temperature of the molten steel and stirring the molten steel. SOLUTION: In the ladle refining method, the temperature of the molten steel is measured during performing the refining, and the temperature of the molten steel 2 is regulated based on the measured value, thereby performing the refining while stirring the molten steel 2. Wherein, when the temperature regulation of the molten steel 2 is performed based on the measured values before and after stirring the molten steel 2, a deviation value from the representative temperature showing the temperature of the whole molten steel 2 is obtained based on the measured values, and the temperature of the molten steel 2 is regulated by obtaining the value to be temperature-regulated based on the deviation value.
