    • The present invention relates to a variable-length encoding method that encodes a unit data included in a picture composed of a plurality of sub-data while referring to a probability table, comprising:
      a table setting step of setting a probability table to be an initial value based on an initial value of a quantization parameter of the unit data;
      a judgment step of judging if initialization information related to the initial value of the probability table is necessary to be encoded or not;
      an initialization information encoding step of encoding the initialization information only when it is judged in the judgment step that the initialization information is necessary to be encoded and setting the probability table to be a predetermined initial value when it is judged in the judgment step that the initialization information is not necessary to be encoded;
      an encoding parameter obtainment step of obtaining encoding parameters to be used in the encoding of sub-data;
      a sub-data encoding step of performing an arithmetic encoding on the sub-data with reference to respective encoding parameters;
      a probability table updating step of updating the probability table based on a value of the encoded sub-data; and
      an encoded information placement step of placing the encoded initialization information related to the initial value of the probability table in a position in which the encoded initialization information can be obtained before the encoded unit data,
      and to the corresponding variable-length encoding device.

    • A decoding method and an arithmetic decoder are disclosed. In on embodiment, an arithmetic decoder comprises a sequencer to generate a context identifier for an event of an event sequence; a probability estimator to determine a value for a least probable symbol (LPS) and a probability estimate for the LPS; and a decoding engine including a range register to assign a value to a range for the LPS, wherein the decoding engine determines the value of the range for the LPS based on the probability estimate, a value stored in the range register and the context identifier, and the decoding engine further determines a value of a binary event as decoding result, based on the value of the range for the LPS and bits from an information sequence including arithmetically encoded data.
