    • The present disclosure relates to a communication method which fuses a 5G communication system for supporting a higher data transfer rate than a 4G system with IoT technology, and a system thereof. A method for transmitting control information in a wireless communication system according to an embodiment of the present invention comprises: a step of generating medium access control (MAC) control information including a header including a plurality of MAC sub-headers and a control field which indicates whether information on secondary cells (SCell) capable of reporting information relating to power headroom for a primary cell (PCell) and extended power headroom is included; and a step of transmitting a payload including the header and the MAC control information, wherein the control field indicates one of the activation and deactivation of at least one SCell.
