[Solution] An encoding device 1 according to the present invention includes: an intra predictor 14a configured to generate a predicted image by using an intra prediction mode; a residual signal generator 14b configured to generate a residual signal from a difference between the predicted image and an original image; and an orthogonal transformer 14c configured to, when the intra predictor 14a generates the predicted image by using a reference pixel positioned on at least one of a right side and a lower side, perform orthogonal transformation processing on the residual signal after inverting a basis of at least one of a horizontal direction and a vertical direction.

An image encoding device 1 of the present invention includes: a neighboring pixel non-reference predictor 11 for generating a predicted image by predetermined neighboring pixel non-reference prediction with respect to each pixel signal of an original image of a block unit; a filter processor 12 for performing a low-pass filter process to a prediction signal located at a boundary of a block of the predicted image by using the decoded neighboring signal neighboring to the block of the predicted image; a prediction residual signal generator 55 for generating a prediction residual signal of a block unit using an predicted image of a block unit; an orthogonal transformer 14 for dividing the prediction residual signal of the block unit into block shapes designated in advance. An image decoding device 5 of the present invention includes a neighboring pixel non-reference predictor 53, a filter processor 54, and an inverse orthogonal transformer 52, that are corresponding to the image encoding device 1.

摘要： The present invention provides an ND filter and a television camera which can obtain a video with favorable quality which does not give sense of discomfort to viewers, and a manufacturing method of the ND filter. In an ND filter (10) of the present invention, a first region (34) with a light transmittance of about 100% and a second region (36) with a light transmittance continuously changing stepwise are continuously formed in a circumferential direction of a transparent glass board (32) formed in a disk shape. Thereby, at the time of operation of light amount regulation, a region through which the image light does not transmit does not traverse a passage area (50) of the image light, and therefore, a screen does not become dark momentarily at the time of operation of light amount regulation. Therefore, by using the ND filter (10), a video with favorable quality without giving sense of discomfort to viewers can be obtained.

摘要： An electronic image into which an electronic watermark is to be embedded is divided into a plurality of image regions spatially, and pixels each having a property of being difficult to visually recognize a variation in a pixel value are extracted as adaptive pixels from each of the plurality of image regions. A variation between the pixel values of the adaptive pixels in one of the plurality of image regions and those of the adaptive pixels in an adjacent one of the plurality of image regions is produced, and the pixel values of the adaptive pixels of the plurality of image regions are varied in a time direction according to the value of an embedded bit set of the electronic watermark. An electronic-watermark-embedded image is then generated by making the variation in the pixel values of the adaptive pixels vary step by step at a boundary between the two of the plurality of image regions and/or in the time direction so that the variation makes a slow transition.
