The method comprises the steps of: receiving, from a user equipment in an inactive mode (INACTIVE) to a distributed unit (DU) of the base station, a radio resource control (RRC) message including uplink data; transmitting from, the DU to a centralized unit-control plane (CU-CP) of the base station, a first message including at least one of indicator information related to transmission of the uplink data and identifier information of a data radio bearer (DRB) corresponding to the uplink data; and transmitting the uplink data to a user plane function (UPF), on the basis of the first message.
