摘要： A method and apparatus for deriving a sub-block motion vector for the current sub-block based on a motion-model function depending on the current sub-block location are disclosed. The derived sub-block motion vector is then used for encoding or decoding the sub-block. The motion-model function may correspond to an affine motion-model function or a bilinear motion-model function. In one embodiment, a new Merge mode can be used to apply prediction of a current block by applying prediction on the sub-block basis using the sub-block motion vector derived from the motion-model function. In another embodiment, an additional inter prediction mode can be used to apply prediction of a current block by applying prediction on the sub-block basis using the sub-block motion vector derived from the motion-model function.

The plurality of layers of video data can include a base layer and a video parameter set (VPS). The VPS can indicate a plurality of output layer sets (OLS) and profile, tier, and level (PTL) information for each OLS of the plurality of OLSs, including the 0th OLS. The method for decoding can also include selecting an OLS from the one or more layers as a target OLS, and decoding the target OLS based on PTL information signaled in the VPS.

A previous block vector of a previous coding unit to said coding unit to be decoded is determined. The previous coding unit is configured to use intra-block copy. The method decodes, from the video bitstream, a block vector difference for the coding unit to be decoded. The block vector difference indicates a difference between the previous block vector and a block vector of the coding unit to be decoded. The block vector of the coding unit to be decoded is determined using the previous block vector and the block vector difference. The coding unit to be decoded is decoded based on sample values of a reference block selected using the determined block vector.

The video coder determines the initial quantization parameter (QP), determines the final QP that is equal to a sum of the initial QP and a QP offset, and inverse quantizes, based on the final QP, a coefficient block, then reconstructs the CU based on the inverse quantized coefficient blocks.

摘要： The problem of the conventional technology was to repeatedly encode the same information using many bits in encoding of buffer description information about reference pictures to be used in video predictive encoding. A video predictive encoding device includes: input means to implement input of pictures constituting a video sequence; encoding means which conducts predictive coding of a target picture using, as reference pictures, pictures having been encoded and then reconstructed in the past, to generate compressed picture data; reconstruction means to decode the compressed picture data to reconstruct a reproduced picture; picture storage means to store the reproduced picture as a reference picture for encoding of a subsequent picture; and buffer management means to control the picture storage means, wherein the buffer management means controls the picture storage means, (prior to predictive encoding of the target picture), on the basis of buffer description information BD[k] related to reference pictures which are used in predictive encoding of the target picture, encodes the buffer description information BD[k] with reference to buffer description information BD[m] for a picture different from the target picture, and adds encoded data thereof to the compressed picture data.
