The passage block unit (3) includes a block body (40) forming a valve chamber (43) around a valve seat (55), and a flat cover (30). The flat cover (30) includes a recess (35) forming the back chamber of the diaphragm valve, and the flat cover (30) has a flat cover communication path (32) formed to provide communication between the recess (35) and a common path (14) of the pilot valve unit (2).
