A vectoring control entity VCE provided by embodiments of the present invention includes: a downlink FEXT determining module, configured to determine a power value of downlink FEXT caused to a signal on a line corresponding to a port i by a signal on a line corresponding to a port j, and a receive power value of an FTU-R corresponding to the port i; and a downlink receive power adjustment module, configured to: when the port i is activated, determine, according to the two power values determined by the downlink FEXT determining module, a virtual power margin corresponding to the port i and send the virtual power margin to the FTU-R corresponding to the port i, so that the FTU-R performs receive power adjustment according to the virtual power margin. The device provided by the embodiments of the present invention can adjust a receive power according to FEXT, thereby avoiding an abnormality of a transceiver unit caused by an excessively large receive power.

    • A broadband communication apparatus and a method for implementing a telephone service are provided in embodiments of the present invention. The apparatus includes: a broadband communication module, configured to provide an interaction channel between a terminal and a broadband network; a wireless communication module, configured to provide an interaction channel between the terminal and a wireless network; a monitoring module, connected with the broadband communication module, and configured to trigger a switching module when detecting a failure of the interaction channel between the terminal and the broadband network; the switching module, configured to connect the interaction channel between the terminal and the broadband network, and when triggered by the monitoring module, configured to connect the interaction channel between the terminal and the wireless network; and a positioning module, configured to identify local information.
      The monitoring module is configured to detect whether the terminal calls an Emergency Service Center, ESC; the local information is sent to the ESC.
      The embodiments of the present invention may use a wireless network to implement a telephone service when detecting that a VoIP telephone service is unavailable.
