    • [Problem] To improve determination accuracy of a fire by effectively subjecting a multi-layer-type neural network to learning by using fire input information or non-fire image properly applied to a monitor region.
      [Solution] An image in a monitor region 14 image-captured by a monitor camera 16, input a multi-layer-type neural network of a determination device 10 to determine whether it is a fire or a non-fire state, and in the case when determined as a fire state, flame warning is given from a receiver 12. In a recording device of the determination device 10, motion images in a monitor region 14 captured by a monitor camera are recorded. When a fire decision operation is carried out in the receiver 12, a learning control part of the determination device 10 reads out the recorded image at that time from the recording device, and inputs the multi-layer- type neural network as a fire image so as to subject it to learning by back propagation. In the case when a recovery operation is carried out, without any fire decision operation being carried out in the receiver 12, non-fire images are inputted to the multi-layer-type neural network so as to be subjected to learning.

    • Provided is a technology capable of widening the detection and prediction range of disaster and increasing precision. In a disaster response system, each disaster-sensing device has multiple sensors obtaining each of the multiple kinds of measurement data at the arrangement position in a chronological order, a detection processing section processing at least one kind of measurement data obtained by at least one of the multiple sensors and generating detection index data of disaster generation detection, a prediction processing section processing the multiple kinds of measurement data obtained by the multiple sensors in a chronological order and generating prediction index data of disaster generation prediction, and a wireless communication section transmitting a wireless signal indicating at least one of the detection index data and the prediction index data. A server device has an information collection section receiving, from a relay device, the detection index data at each arrangement position and the prediction index data at each arrangement position sent from each disaster-sensing device.
