    • An access control method includes: obtaining, by a protocol-stack upper layer of a terminal, an override identifier; starting, by the protocol-stack upper layer of the terminal, an application specific congestion control for data connectivity ACDC check according to a service initiated by the terminal; and according to the override identifier sent by a core network and received by the protocol-stack upper layer of the terminal, if the protocol-stack upper layer of the terminal confirms that the service initiated by the terminal can pass the ACDC check and determines that the override identifier corresponding to an application identifier of the service passing the ACDC check is overriding an access class barring ACB check, sending, by the protocol-stack upper layer of the terminal, an RRC establishment request message to an access layer of the terminal, where the request message carries an indication of not performing an ACB check; therefore, the ACB check does not need to be performed. Therefore, in some special cases, even if the terminal cannot pass the ACB check, the terminal can still perform services of some particular applications (for example, a disaster information bulletin board service).

    • Disclosed is a method for enabling user equipment (UE) to steer traffic in a wireless communications system. The method comprises the steps of: transmitting UE traffic steering preference information to a first access network; receiving traffic steering information from the first access network, the traffic steering information being set based on the UE traffic steering preference information; evaluating the traffic steering based on at least one of a first and a second traffic steering rule; and performing the traffic steering between the first access network and a second access network based on the result of the evaluation of the traffic steering. The first traffic steering rule is prescribed by ANDSF(Access Network Discovery and Selection Functions). The second traffic steering rule is prescribed by the first access network.

The system includes: a user-defined gateway and a mobile network element, where the user-defined gateway is configured to receive a user-defined network request of an MBB application service, invoke, according to the user-defined network request, a communications service corresponding to the mobile network element to establish or modify the user-defined network, and return an invocation result to the MBB application service, where the user-defined network request includes definition information of an MBB communications service resource required by the MBB application service; and the mobile network element is configured to implement invocation of the corresponding communications service for the user-defined gateway. In the method, according to allocation dynamics and mobility of MBB communications service resources, the MBB communications service resources required by an MBB application service are customized as required, and an invocation of the MBB communications service resources is associated with a requirement of the MBB application service, thereby implementing reasonable utilization of the MBB communications service resources.
