The tear line 156 extends continuously from at least the center of the frontal region 150 to at least the center of the upper region 158. The cover doors 154a and 154b open to the left and right respectively from near the center of the frontal region 150 and upper region 158.

If the cushion 104 expands and deploys with the occupant 138 in close proximity, the upper piece 135a of the cloth-like part 134 is sandwiched in between the cushion 104 and the occupant 150, such that the upper piece 135a restrains the upward deployment of the cushion 104.

Furthermore, when the panel before stitching is virtually divided into four parts by the X-axis and a line connecting 3 o'clock and 9 o'clock (Y-axis) in accordance with an actual installation orientation with regard to the steering wheel, a first opening portion and a second opening portion are respectively formed in an upper right portion region between 12 o'clock and 3 o'clock and in an upper left portion region between 9 o'clock and 12 o'clock.
