SOLUTION: A first set of parameters including interference characterization of each cell to be used to schedule terminals for data transmission is received, a priority is given to the terminals to be considered for scheduling, and at least a portion thereof, that is, one or more terminals are scheduled for data transmission on the basis of the priority of the terminals. A channel is allocated to each scheduled terminal based on the priority or load requirements of the terminal. A second set of parameters to be used to control transmission by the scheduled terminal is updated, and one transmission or more is received from the one scheduled terminal or more on the allocated channel.

Time shifting of only a portion of the first and second communication signals is also taught. The first and second communication signals can also include respective first and second low transmission power regions. The time offset can be selected to align one of the first and second high transmission power regions with one of the first and second low transmission power regions. The total transmission power signal can be determined and the time offset can be selected to minimize the peak level of the total transmission power signal.

In a third exemplary embodiment, the transmitters 20, 32 send a message indicative of the transmission power of transmission to the receiver. The control unit 12 determines the aligned transmit power, based on the current transmission power.
