    • This application provides a communication method and an apparatus, to resolve a problem that a terminal device may fail to normally communicate with a network side when an SCG is suspended and a link problem occurs in an MCG or signal quality of the MCG deteriorates, so that communication reliability is improved. The communication method and the apparatus are applicable to a communication system of any dual connectivity architecture, such as EN-DC, NGEN-DC, NE-DC and NR-DC. The method includes: When detecting that a link problem occurs in an MCG or signal quality of the MCG is less than a signal quality threshold, a terminal device resumes a suspended SCG, to resume communication between the terminal device and a network side. The MCG is managed by a master node, and the SCG is managed by a secondary node. Further, after the SCG is resumed, the terminal device may send second indication information to the master node via the secondary node. The second indication information is used to indicate the link problem occurring in the MCG or indicate that the link problem occurs in the MCG, to help the master node resume the MCG, so that communication reliability is further improved.

In this process, because the candidate conditional handover configuration group generated by the access network device to which a first cell belongs corresponds to the flight-related parameter, the terminal obtains the target conditional handover configuration in the candidate conditional handover configuration group based on a matching result between the current flight parameter and the flight-related parameter. In this way, accuracy of obtaining the target conditional handover configuration is improved, and efficiency of handover to the second cell is improved.

    • This application provides a cell handover method and a communication apparatus and system, to prevent a terminal device from being handed over to a false access network device. When triggering a handover request, a source network device requests a measurement indication from a target access network device by using the handover request, where the measurement indication indicates the terminal device to measure a channel state of a target cell. In this way, the source network device sends the measurement indication to the terminal device by using an RRC reconfiguration message. Then, the terminal device measures the specified channel state of the target cell based on the measurement indication, to obtain a measurement result, and then determines, depending on whether the measurement result meets a handover condition, whether to perform cell handover. Because integrity protection is performed on the RRC reconfiguration message, the false access network device cannot tamper with the RRC reconfiguration message. In this way, the terminal device can determine that the measurement indication is from a genuine target access network device, so that the terminal device can measure a signal of a genuine target cell. Therefore, the terminal device is not handed over to the false access network device.
