SOLUTION: In a long prelining method comprising marking the placing positions P1 of a plurality of steel pipes 4 for constructing the pipe roof 3 on the arch part circumferential end surface 2a of a working face 2 within a tunnel pit 1, setting the placing angle y to each placing position P1, and radially placing the steel pipes 4 while drilling, a pair of laser oscillators 11 are set opposite to each other in both side wall parts 2b within the tunnel pit 1 corresponding to an aerial reference level S orthogonal to the tunnel boring direction Z separated from the pit working face 2 in a prescribed distance L1. The elevation θ1, 2 of each laser oscillator 11 is rotated and adjusted. The intersection P2 on the aerial reference plane S by visible laser beams X1 and X2 oscillated from each laser oscillator 11 is conformed to the preliminarily marked placing position P1b of the steel pipe 4, and the placing angle γ of each steel pipe 4 is set.
