SOLUTION: This valve device comprises a valve main body 10 constituting a fluid flow conduit pipe 13 provided with a shutter member rotated by an actuator 30 through a driving shaft 37. The shutter member 40 is composed of a skirt 41 providing a cut 43 forming an opening part on a wall, and a variable flow passage is defined in the conduit pipe on the basis of an angular position of the shutter member 50 between an opening position where the cut 43 is completely associated with the conduit pipe, and a closing position where the conduit pipe is closed by the skirt.     • PROBLEM TO BE SOLVED: To provide a structure for a fuel cell using a low cost material and designed so as to facilitate mass production. SOLUTION: The structure for the fuel cell contains at least one cell 300 formed with first and second electrodes 310, 320 separated with an electrolyte, and the cell is arranged between first and second interface elements for supplying reagent to the electrodes of the cell and for collecting current it generated.
