The platform 1 is provided with a base column 11 fixed to the bottom of water. The first taking-in members 3 and second first taking-in members 4 enter the water and allow water currents to flow therein. The floating member 2 moves up and down with respect to the platform 1, and makes the water currents in the first taking-in members 3 and the plurality of second taking-in members 4 move up into a water gathering device. Energy is converted and stored utilizing a potential head of the water gathering device.
