    • PROBLEM TO BE SOLVED: To surely detect the condition of an electric storage device such as a battery pack.
      SOLUTION: For each block of a battery pack 100, timing at which a predetermined voltage is reached is detected by comparators 140-1 to 140-n. A determination section 160 detects a current at the timing the predetermined voltage is reached and calculates a representative current value for each block. A deviation of the representative current value for each block is compared to a threshold value, and when the deviation is large, it is determined that an abnormality such as a short circuit is occurring. When the voltage of the battery pack 100 does not reach a predetermined one, the control of the battery pack 100 is changed to make it easier for the predetermined voltage to be reached.
