This permanent magnet device 7 is formed out of a center annular magnet polarized in a radial direction, an annular magnet equipped with a collector in a direction toward one edge of the center annular magnet and polarized for guiding electron beams upward toward the direction of a collector zone 13, and an annular magnet device mounted on the other edge of the center annular magnet for prohibiting the outflow of magnetic field. At the same time, the magnet device is mounted within the resonance zone 11 to enable each magnet to form a prescribed wave magnetic field, so as to ensure freedom from the reversal of the magnetic field or restrain the reversal, if any, to such an level as easily compensated.
