A control gear part(500) is positioned inside the tension clamp block part, and has a handle member exposed to outside. The handle member is controlled by an operator. The control gear part is engaged in the engaging gear part. A fixing bolt part is coupled in the tension clamp block part and the engaging gear part in order to fix the engaging gear part to a fixed position.
