      SOLUTION: A support base having an electric-field induction electron emitter is presented on the above (80). SOLUTION: A measurement circuit 202 includes a reference current generator 212, the memory cell 114, a bit line precharge circuit 218, and comparison/latch circuits 220, 222. When the reference current is larger than a memory cell current, a bit line voltage increases. When the reference current is smaller than the memory cell current, the bit line voltage decreases. The reference current is generated with a large step until a comparator 220 comparing the bit line voltage with the precharged bit line reference voltage is switched. The reference current generator 212 generates a current with a small step until the comparator 220 is switched. The reference current converges to the memory cell current 116 at accuracy of 10 nA.
