    • An allocation section 101 in a base station apparatus of the present invention sets the transmission rate of a transmit signal for a communication terminal apparatus based on a DRC signal transmitted from that communication terminal apparatus. A power margin information detector 117 detects power margin information from a demodulated signal generated by a demodulator 115, and, using that power margin information, a power setting section 118 makes a setting so as to give the minimum transmission power value at which received signal characteristics in each communication terminal apparatus meet the desired quality. Using the set transmission power value, the base station apparatus transmits a transmit signal of the set transmission rate to a communication terminal apparatus. By this means it is possible to suppress interference to a communication terminal apparatus that performs adaptive modulation communication with another base station apparatus and a communication terminal apparatus that performs adaptive modulation communication with the local base station apparatus at the same time.

    • The invention relates to a method for paging a group of MTC devices, and for transmitting parameter information to the MTC devices using the paging mechanism. MTC devices are grouped together and a different group ID per group to which the MTC device belongs is assigned to the MTC device. A specific group paging resource indication is determined for each group wherein each MTC device is assigned one of the group paging resource indications. The network pages MTC devices of a group by transmitting a paging message at the corresponding channel resources and including the corresponding group ID. Additionally, the group paging resource indications of several groups of MTC devices can be aligned in such a way with the transmissions and re-transmissions by the network, that the different groups respectively receive the transmission and re-transmissions of the paging message.

This can reduce the probability of performance of zero padding to downstream assignment control information having greater importance. Also in the base station (100), the PDCCH signals of the downstream unit bands other than the basic unit band include only downstream resource assignment information. For this reason, in the individual regions of the downstream unit bands other than the basic unit band, the bandwidth of the downstream unit bands is always used as a reference of size adjustment and hence requires no information size adjustment. As a result, there is no need of performing zero padding to the downstream assignment control information, so that the quality of downstream assignment control information can be prevented from being degraded.
