    • PROBLEM TO BE SOLVED: To provide a method for manufacturing a non-oriented silicon steel sheet compatibly having excellent magnetic characteristic and high strength in an industrially stable manner. SOLUTION: In the manufacturing method, a slab having a composition consisting of, by mass, ≤0.01% C, ≤4.5% Si, ≤3% Mn, ≤3% Al, ≤0.5% P, ≤5% Ni, ≥0.35% and ≤4% Cu, and the balance Fe with inevitable impurities is subjected to hot rolling, and successively cold rolling to realize the product thickness, and further subjected to the finish annealing at a temperature of ≥800°C and ≤1,100°C, and still further subjected to the two-stage aging, i.e., being maintained in the temperature range of 350-400°C for at least one hour, and successively maintained in the temperature range of 450-550°C for 0.5-5 hours.
