    • A multimedia broadcast/multicast service (MBMS) service and a method and apparatus for maintaining congestion and a signal transfer load of a cell at a suitable level when a session of the MBMS service is terminated in a frequency layer convergence (FLC) situation in which the MBMS service is provided in a preferred frequency layer (PL). When a session of the MBMS service is terminated, a radio network controller (RNC) determines if a cell selection is required in UEs, desiring to receive the MBMS service located in the PL cell, by using a start time of a new session and load levels of a current cell and other cells, and sends, to the UEs, explicit cell selection indication information along with session stop information according to a determination result. Therefore, the congestion and signal transfer load of the cell can be maintained in the suitable level.

    • Improving communication efficiency in handover re-establishing an ARQ entity in a mobile communication system is disclosed. The method includes transmitting first Packet Data Convergence Protocol (PDCP) Packet Data Units (PDUs) correctly received from the source cell, together with a special indication requiring reordering of the first PDCP PDUs, from a Radio Link Control (RLC) receiving buffer to a PDCP receiving entity when a handover command message from a source cell to a target cell is received; buffering the first PDCP PDUs in a PDCP PDU reordering buffer by the PDCP receiving entity in response to the special indication; and when a second PDCP PDU is received from the target cell through a new RLC receiving entity for the target cell, outputting third PDCP PDUs up to a PDCP PDU before a first missing PDCP PDU having a sequence number higher than that of the second PDCP PDU from the PDCP reordering buffer. In the method, a PDCP entity performs reordering, thereby improving efficiency of communication.

    • A method and apparatus for transmitting/receiving a Random Access Channel (RACH) signal in a communication system. A User Equipment (UE) selects one of Contention Resolution (CR) channels allocated for collision detection, and transmits the selected CR channel and a connection request message to an Evolved Node B (E-NB), and receives a response signal from the E-NB. The UE transmits the RACH signal, if a collision indicator is included in the response signal. The E-NB receives from each of UEs a connection request message and a CR channel, decodes the connection request message, and detects a collision between the UEs using the CR channel. The E-NB generates a response signal to the connection request message according to the decoding result, generates a collision indicator according to the collision detection result, and transmits to the UEs at least one of the generated response signal, the generated collision indicator, and a unique ID of a corresponding UE.
