A VDSL video quality of the telephone line is measured and it is determined whether to qualify the telephone line as VDSL video qualified based on the measured VDSL video quality. Initially, a real-time performance parameter is received from a first termination unit that is coupled to an DSL circuit. The real-time performance parameter is measured at the termination unit after the termination unit is provisioned and after the DSL circuit is placed in-service. A value of a control parameter associated with the DSL circuit can be modified based on the measured real-time performance parameter. Further, activity over the DSL circuit can be monitored in real-time and when usage of the DSL circuit is below a threshold, the provisionable service parameter that corresponds to the control parameter is modified. Moreover, a first re-provisioning cycle between the first termination unit and a second termination unit coupled to the DSL circuit can be initiated using the provisionable service parameter.

In practice, each of the plurality of network connections may be providing network access to an associated user. A collection of provisioned parameters for each of the network connections may be maintained in an accessible memory. The collection of provisioned parameters could include, for example, an assigned throughput value and a burst rate throughput value. To facilitate determining if a given link is adequate, an actual utilization value for a given network connection may be calculated from actual usage information. The assigned throughput value of the given connection and the actual utilization value of the given connection may then be considered to determine the adequacy of the connection.

The series of tones have a predetermined transmission power level.
