摘要： A method and apparatus for establishing an RRC connection are provided, in which a UE compares the strength of a signal received from a serving cell with a threshold, upon receipt of a request for RRC connection establishment, transmits an RRC connection request message to a RAN, measures the strengths of signals from neighbor cells during a first time period and monitors a downlink channel of the serving cell to receive a response message for the RRC connection request message during a second time period, if the signal strength of the serving cell is less than the threshold, and receives the response message from the RAN on the downlink channel.

The method of an evolved Node B (eNB) for measuring L2 load conditions in a wireless network environment includes determining total number of Physical Resource Blocks (PRBs) allocated to the eNB in uplink and downlink and determining number of PRBs which are unavailable in uplink and downlink. The method further includes computing number of PRBs available for use during a time period by subtracting the number of unavailable PRBs from the number of allocated PRBs. 摘要： Disclosed is a mobile communication system for providing a number of User Equipment (UEs) positioned in a plurality of cells with Multimedia Broadcast/Multicast Service (MBMS) using CDMA technology. A Radio Network Controller (RNC) transmits a MBMS availability message to each of the plurality of cells under management regarding at least one MBMS which is available in a corresponding cell in order to support the mobility of the UE which receives the MBMS. The UE decides whether it can receive a desired MBMS in the current cell, after receiving the MBMS availability message, and requests the desired MBMS or reselects another cell. The continuity of MBMS reception is improved while UEs using the MBMS are moving and the overhead of RRC connection setup for unnecessary MBMS request is reduced.

摘要： A user equipment (UE) is provided which reduces uplink signaling overhead in the process of reporting inter-frequency measurement results over a RACH. For measurement reporting, the UE receives an SIB including a cell information list for non-used frequency cells and a threshold from an RNC, compares signal strengths of signals received from the non-used frequency cells with the threshold, and acquires at least one inter-frequency cell ID indicating at least one non-used frequency cell having signal strength exceeding the threshold from the cell information list. The at least one inter-frequency cell ID is included in a RACH message as measurement result information for the at least one non-used frequency cell, and transmitted to the RNC. The RNC determines that the cell corresponding to the inter-frequency cell ID has signal strength exceeding the threshold.

In the signaling method, it is determined whether each of neighbor cells of a current cell in which a UE is located, is shared by a CN operator other than a CN operator controlling the neighbor cell. System information without network sharing information is generated if at least one of the neighbor cells is shared by a CN operator other than a CN operator controlling the neighbor cell. System information including the network sharing information is generated if none of the neighbor cells are shared by any CN operator other than CN operators controlling the neighbor cells. The system information is then broadcast to the UE from the current cell.
