    • PURPOSE:To descale a cold-rolled and annealed stainless steel sheet in a short time and to improve the corrosion resistance of its surface at the time of removing the oxide scale on the sheet by electrolytic pickling by using an aq. sulfuric acid soln. having a specified composition as a pickling soln., alternately using the sheet as a cathode and an anode, and making the final polarity of the sheet leaving an electrolytic cell negative. CONSTITUTION:A cold-rolled stainless steel sheet is annealed, and the sheet having oxide scales on its surface is electrolytically pickled. In this case, the sheet is dipped in the aq. sulfuric acid soln. contg. 900-1200g/l sulfuric acid and >=10g/l one or >=2 kinds of metals among Zn, Sn, Mo, Cr, Ti, Co, Ni and Cd, a current is applied while making the polarity of the sheet positive and negative more than once, and the final polarity of the sheet leaving the electrolytic cell is made negative. Consequently, the surface can be descaled in a short time, and a stainless steel sheet having a highly corrosion-resistant surface is obtained after descaling.

    • PURPOSE:To descale an annealed band stainless steel with high current efficiency by carrying out constant-current electrolysis at the current density fulfilling specified conditions. CONSTITUTION:When an annealed band stainless steel is electrolytically descaled, constant-current electrolysis is carried out (1) at the current density higher than the current density corresponding to 1.8V potential in the anode polarization curve and (2) at the current density exceeding the maximum current density of the active state only in the overpassive region, namely, on the anode polarization curve, and the stainless steel is descaled. For the purpose, the anode polarization curve is obtained in accordance with the kind, concn., composition, and temp. condition of the scale and electrolyte based on the kind of the band stainless steel or annealing condition, and the treating condition is determined. When descaling is carried out, the conditions of the various electrolytes are appropriately changed and combined with the kind of steel, the various electrolyte conditions and current density are predetermined by model tests, the operating conditions are selected from the data, and electrolytic descaling is carried out.

    • PURPOSE:To obtain the title substrate which can be supplied at a low cost in a mass by a continuous method of high productivity by using a surface-treated steel plate plated with Ni and/or Cr of specific thickness of a cold-rolled steel plate of specific composition. CONSTITUTION:This invention uses a surface-treated steel plate plated with Ni and/or Cr to a thickness of 1mum or more on the original plate made of a cold- rolled steel plate having the composition of 0.1wt% or less C, 1.0wt% or less Si, 2.0wt% or less Mn, 0.05wt% or less Al, and both 0.02wt% or less P and S. The necessary thickness of Ni and/or Cr plating depends on the surface roughness of a cold-rolled plate to be plated. It is necessary to make the plating layer thicker with the increase in the maximum surface roughness Rmax. Ni plating can obtain plating of required thickness efficiently in a short time, whereas this plating is somewhat low in glossiness of the plating surface. Contrarily, Cr plating requires a large current and a long time. Further improvement of the surface- treated steel plate in surface roughness and in glossiness is enabled by skin path rolling. It is preferable to carry out the rolling at a rate of 0.1-5%.
