    • The specification and drawings present a new method, apparatus and software related product (e.g., a computer readable memory) for network management through a hierarchical architecture with a control functionality of a network server (e.g., C-SON) in relationship to clusters comprising eNBs (access points), and for implementing coordinated multi-point (CoMP) transmission and reception in conjunction with inter-cell interference coordination (ICIC) in wireless networks such as LTE wireless networks. In particular, embodiments of the invention describe control and coordination mechanisms among the network elements for different network architectures and use-case scenarios. Such mechanisms may be managed by a centralized self-organizing network controller such as C-SON and hierarchically via localized controllers (such as cluster coordinators) residing in macro eNBs depending on system architectural constraints and network state. A fault-tolerant mechanism then may be defined to recover from failure of controlling sub-elements so that the network remains stable at all times.

    • In an Orthogonal Frequency Division Multiplexing communication system, a user equipment reports channel quality information that is sufficient to construct a fading profile of a frequency bandwidth and that does not consuming the overhead resulting from the reporting of CQI for every sub-band of the frequency bandwidth. In the communication system, the frequency bandwidth may be represented by multiple sub-band levels, wherein each sub-band level comprises a division of the frequency bandwidth into a number of sub-bands different from the number of sub-bands of the other sub-band levels. The user equipment measures a channel quality associated with each sub-band of a sub-band level of the multiple sub-band levels, selects a sub-band of the sub-band level based on the measured channel qualities, and reports channel quality information associated with the selected sub-band to a radio access network.

    • A scheduler capable of operating in an Orthogonal Frequency Division Multiplexing communication system schedules a control channel for a user equipment by determining a channel quality metric associated with the user equipment, calculating a target control channel element quality metric, determining a control channel element utilization rate, wherein the control channel element utilization rate a past rate of utilization of control channel elements, and selecting a control channel element aggregation level for the control channel based on the channel quality metric, the target control channel element quality metric, and the control channel element utilization rate. The scheduler then allocates control channel elements to the control channel based on the selected control channel element aggregation level. The scheduler further may steal power from one or more unused control channel elements and assign the stolen power to control channel elements assigned to the control channel.
