An inter-frequency measurement report method of a user equipment in a wireless communication system including macro and Closed Subscriber Group (CSG) cells according to the present invention includes performing measurements for all cells identified by unique Physical Cell Identifiers (PCIs); determining whether at least one cell of which measurement fulfills inter-frequency measurement report events; checking, if at least one cell of which measurement fulfills inter-frequency measurement report events, a type of a best cell among the at least one cell in measurement; and transmitting, if the best cell is a macro cell or an accessible CSG cell, the inter-frequency measurement report to a serving base station.

    • A method for transmitting information required for user equipment mobility state detection is provided. The method includes broadcasting, at a base station, system information including frequency information and cell identifiers (IDs) of cells co-located with a current cell geographically; and transmitting, when an handover is detected, a handover command message including a handover factor indicator indicating whether the handover was triggered by movement of the user equipment, wherein the user equipment detects the mobility state based on the information provided by the system information and the handover command message. The apparatus and method of the present invention allows the UE to add the cell reselection/handover triggered by movement of the UE to the number of cell reselections/handovers and subtract the cell reselection/handover triggered by a non-mobility factor from the number of cell reselections/handovers used for determining the UE mobility state thereby improving accuracy of the UE mobility state detection.

    • According to an embodiment of the present invention, a system access method for a user equipment performing machine-to-machine (M2M) communication with a system may include: awaiting, when the user equipment detects a need for system access, reception of access delay information from a base station for a preset delay information wait time; obtaining, when access delay information is received from the base station within the delay information wait time, an access delay time from the access delay information; and awaiting expiration of the access delay time while not attempting system access. Hence, system access attempts made by many M2M user equipments can be efficiently handled in the present invention.

    • The present invention defines an efficient method for (re)selecting a cell according to a speed of a terminal in a HetNet where cells having various regions such as macro cells, pico cells and femto cells are arranged in the same frequency band in a mobile communication system. A cell selection control method of a terminal in a mobile communication system, according to an embodiment of the present invention, comprises a step of receiving, from a base station, cell list information for not allowing a terminal moving at a high speed to select a cell and a step of setting the terminal so that cells included in the cell list information are considered or not considered to be targets of selection or reselection when the terminal moves at the high speed. According to the present invention, in a network consisting of various types of cells using the same frequency band, the terminal can determine whether to select or reselect a cell according to the speed of the terminal. That is, the terminal moving at the high speed does not select or reselect a frequent service cell, thereby efficiently performing the cell selection or reselection. Further, power consumption of the terminal can be reduced.
