    • Disclosed is a method for controlling a base station which provides a service for a terminal having a low priority and a terminal having a high priority. When the terminal having a low priority and the terminal having a high priority perform initial ranging, a base station determines whether call congestion occurs. If the base station determines that call congestion occurs, the base station appoints the size of an initial ranging backoff window which is included in an information element of Secondary- Superframe Header SubPacket3 (S-SFH SP3) as a first size, and the size of an initial ranging backoff window for the second terminal as a second size in a system configuration message. The method allows to improve the possibility of success of the terminal having a high priority in initial ranging. A transmit unit(130) in advance transmits the scheduling information corresponding to the first scheduling interval among a plurality of scheduling intervals to a terminal. The transmit unit makes the mapping the radio resource assignment information for each of a plurality of subframes, a plurality of subframes corresponding to the first scheduling inverval. The transmit unit transmits the mapped information to the terminal.
