Thus, the teeth and the gums of a user are prevented from being injured by the bristles when brushing the teeth. Furthermore, it is easy to manufacture the toothbrush.

The DCT controller predicts a bit length with reference to the ES generated as a result of the encoding and the ES increasing/decreasing command, selects a region a bit length of which is to be adjusted, and generates bits corresponding to the predicted bit length in the corresponding region, thereby generating a last ES.
