    • A process of modifying a usage allotment of a shared subscription in a third party wireless network includes implementing a metering system in a network separate from the third party wireless network and activating a plurality of wireless devices associated with the shared subscription in response to identification of each of the plurality of wireless devices and confirmation of use of a respective tracking system that tracks a respective usage allotment for each of the plurality of wireless devices on the metering system. In addition, the process includes receiving a change request to reallocate the respective usage allotment for at least two of the plurality of wireless devices and forwarding modification instructions to the at least two wireless devices. Furthermore, the process includes requesting confirmations from the at least two wireless devices that the modification instructions have been received and modifying the respective usage allotments for the at least two wireless devices in response to receiving confirmation from the at least two wireless devices.

    • Methods and systems for allocating computer-network resources among a group of network users calculate, for each network user, a worth of that network user based at least on a usage fee paid by that network user and a cost of that network user based at least on a network bandwidth consumed by that network user. For each network user, a worth-to-cost ratio based on the worth and cost of that network user may be computed. A group of high-value network users and a group of low-value network users may be identified such that each high-value network user has a higher worth-to-cost ratio than that of each low-value network user. Preferential access to a network resource is provided to the group of high-value network users relative to an access provided to the group of low-value network users.

    • A set of forwarding elements act as a gateway to a data network for a subscriber end station. A controller network element includes a control plane operable to communicate with the forwarding elements, which are operable to communicate with the subscriber end station. The controller network element includes a quota management module, which determines a quota amount to be assigned to the forwarding elements for a traffic flow. The quota management module assigns portions of the quota amount to the forwarding elements. The quota management module determines to change the distribution of an unconsumed quota amount amongst the forwarding elements for the traffic flow, determine the unconsumed quota amount, and determine and assign portions of the unconsumed quota amount to the forwarding elements.
