摘要： PROBLEM TO BE SOLVED: To always generate encoding data high in picture quality regardlessly of the movement quantity and complication of picture data by encoding picture data not subjected to and subjected to number-of-pixel conversion in parallel and selecting and outputting encoding data satisfactory in picture quality in accordance with picture quality states of respective encoding data in an output stage. SOLUTION: First and second encoders 71 and 76 do not convert the number of pixels in picture data D10, directly reduce it at a prescribed conversion rate in a number-of-pixel conversion part 75 and encodes it with a motion vector in parallel. Encoding data D21 and D21' are inputted by a feature quantity extraction circuit 78 and a number-of-pixel judgement circuit 79 in a data switch part 80 and they discriminate picture quality from the ratio of a signal against noise. A bit stream switch 73 selects encoding data D21 or D21' inputted through first and second synchronous delay circuits 72 and 77 based on the discriminated result and sends it to a transmission buffer 74. Thus, the degradation of picture quality owing to the degradation of resolution in a DCT space can be prevented.

SOLUTION: The device has a compression processing section 1 and an expansion processing section 5. On the other hand, the compression processing section 1 has a DCT transformation circuit 2, a quantization circuit 3 and a variable length coding circuit 4. The expansion processing section 5 has a variable length decoding circuit 6, an inverse quantization circuit 7, and a DCT inverse transformation circuit 8. A 1st quantization matrix M1 used for quantization of the compression processing section 1 differs from a 2nd quantization matrix M2 used for quantization of the expansion processing section 5. That is, the compression processing section 1 uses the 1st quantization matrix M1 in which a gradient in increase from low to high frequencies is higher and the expansion processing section ruses a 2nd quantization matrix M2 with a flat increase.

CONSTITUTION:A rotary head H is fitted to a bimorph BM in a rotary drum RD. A control device CT starts a driving circuit DR, and the bimorph BM is driven, whereby the head H is periodically displaced in the direction of the height. If a tilting scan locus TR1 crosses from the bottom of a tilting track T1 a to the top of a track T2b, a locus TR2 shows the locus which crosses from the bottom of the track T1b to the top of the track T1a that proceeds one track pitch against the original locus crossing from the bottom of the track T1 to the top of the track T2b. Loci TR3 and TR4 are similarly formed. If the reproduced video signals in the respective loci TR1-TR4 are accumulated in a memory, the video signal in which a picture element signal is satisfactorily obtained in two fields is assembled for one field. Consequently, the reproduced picture with fine picture quality can be obtained.
