    • Embodiments of the present invention disclose a control information sending method, a control information detection method, a base station, and user equipment. The control information sending method in the embodiments of the present invention includes: determining, by a base station, target control information and characteristic information corresponding to the target control information, where the target control information is information about scheduling target user equipment by the base station; determining, according to a preset rule and the characteristic information from a resource block set corresponding to a target coverage level, a target resource block subset corresponding to the target control information, and selecting, from the target resource block subset, any available resource block as a target resource block; and sending the target control information by using the target resource block. In the embodiments of the present invention, when control information is being sent to user equipment, power overheads required by the user equipment for detecting and receiving the control information are reduced.

    • The present invention provides a system message acquisition determining method and a terminal device, so as to resolve a problem that a prior-art system message acquisition manner causes relatively high power consumption of the terminal device. The method is as follows: receiving, by the terminal device, DCI sent by a base station, and decoding the received DCI; and determining, by the terminal device according to a result of decoding the DCI or a result of decoding the DCI and a first condition, whether to read a system message sent by the base station. In this way, the terminal device does not need to read the system message in each paging period. This reduces a quantity of times of reading the system message, and further reduces power consumption of the terminal device, and prolongs a standby time period of the terminal device. In addition, by using this system message acquisition mechanism, whether to trigger system message acquisition is determined according to the result of decoding the DCI, and this ensures timeliness and accuracy of the system message acquisition.

    • Embodiments of the present invention disclose a paging method and a device. The method includes: first, determining, by a base station, a radio superframe identifier of a paging message that is of user equipment and that is in a physical layer frame, where the radio superframe identifier is used to indicate a radio superframe in which the paging message is located; then, determining a first location identifier of the paging message in the radio superframe, where the first location identifier is used to indicate a target location of the paging message in the radio superframe, and the first location identifier includes a downlink control information interval identifier or a radio frame identifier; adding the paging message to the corresponding target location based on the first location identifier; finally, sending, by the base station to the user equipment and on a paging channel corresponding to a coverage range class of the user equipment, the physical layer frame that carries the paging message, to complete paging for the user equipment. The embodiments of the present invention provide a paging method for a newly set physical layer frame, which meets support of a base station for a downlink service and reduces power consumption of the base station and the user equipment.
