The heating element 3 and the insulator 4 are bridged via the radiation of ionizing radioactive rays to form a heater. The good tensile characteristic is thereby provided, the suitable insulator hardness and flexibility are obtained, the thermal conductivity to a heated body and the handling property are remarkably improved, and the excellent heat resistance, oil resistance, and flame resistance of fluororesin can be obtained.

The oil resistance can be thereby improved without impairing the primary characteristic of polyolefin.
