In this case, the infrared heater 101 is a heating body wherein on the surface of a ceramic heater, a composite oxide film containing silicon or the like, is provided. In addition, for a composition of the film, other elements are selected for the purposes of the improvement of the infrared ray emissivity and the adjustment of a wavelength to show a maximum emissivity. By this constitution, an image grade is improved by a small consumption power, and at the same time, the heater unit can be made light-weight and compact, and in addition, a damage of the adhesive due to steam can be avoided.

Therefore, bleeding degree of the ink is changed to select bleeding degree adapted to the image.
