A downstream side of the supply control valve and the supply throttle valve and a downstream side of the discharge control valve and the discharge throttle valve are connected to each other by a bypass circuit having an opening and closing function, and the bypass circuit makes the first and second supply/discharge circuits exhibit multiple functions.

SOLUTION: The holding valve 17 is disposed in a boom extension-side (load side) pipeline 13 in a boom cylinder circuit. The opening of the holding valve 17 is controlled by the control valve 15 and a pilot pressure Pi from a remote control valve 16. On this premise, an assist cylinder 20 is provided for controlling a set pressure of a return spring 17a of the holding valve 17, and a holding pressure Ph is introduced to the cylinder 20. Therefore, the holding valve opening is throttled from a value much larger than the meter-out opening of the control valve 15 when abnormality such as a burst of the pipeline 13 occurs and the holding pressure Ph is lowered.
