摘要： The present invention discloses a method for controlling establishment of a local IP connection, and the method includes: when an access gateway determines that data or application of a terminal needs to be offloaded, informing the terminal that a local IP connection needs to be established via a mobility management entity and a radio side network element by a bearer modification, or informing a radio side network element or a local gateway of a routing policy via a mobility management entity. The present invention also discloses a system for controlling establishment of a local IP connection. The present invention enables the terminal to instantly acquire whether a local IP connection needs to be re-established, can realize dynamic adjustment of local IP data; meanwhile, the present invention can realize dynamic adjustment of local IP data and dynamic establishment of the local IP connection in the case of the local IP connection.

Accordingly, the present invention also provides a charging system, an access network element and a mobility management network element. The technical scheme of the present invention can send the charging policy information to the radio side network element in the LIPA structure to realize the dynamic charging based on users of services; and it can cover the LTE network and the 3G network at the same time.

摘要： A policy and charging control method for supporting IP flow mobility in a roaming scenario includes: when a Visited Policy and Charging Rules Function (V-PCRF) receives IP flow mobility routing rule information reported by a Policy and Charging Enforcement Function (PCEF), and if a Home Policy and Charging Rules Function (H-PCRF) subscribes IP-CAN type change (IP-CAN_CHANGE) event trigger or access node gateway change (AN_GW_CHANGE) event trigger, the V-PCRF reporting the IP flow mobility routing rule information to the H-PCRF. With the present method, a visited network can execute the IP flow mobility locally, or compared with a method in which an interaction with the H-PCRF is required at any time, signaling overhead between the V-PCRF and the H-PCRF can be saved.

The method includes: a 3rd Generation Partnership Project (3GPP) network entity sending outer Internet Protocol (IP) packet header information to a Broadband Forum (BBF) access network entity; and the BBF access network entity scheduling a data packet matching the outer IP packet header information according to a Differentiated Services Code Point (DSCP) of the data packet. With the above technical scheme, service data flows without going through admission control will not occupy resources of other service data flows going through the admission control.
