The controlling unit 10 determines whether the setting information obtained from the terminal apparatus falls into acceptable range based on constraint conditions being set by a setting acceptable range template 13d. When having determined that the setting information falls into the acceptable range, the controlling unit 10 activates the virtual PC based on the setting information obtained from the terminal apparatus.
