SOLUTION: This cylindrical electric double-layer capacitor 1 includes an electrode winding body 3, where a belt-like positive electrode 12 and a belt-like negative electrode 15 are overlapped, while sandwiching a first separator 13, and an overlapped body A obtained by overlapping a second separator on one of the belt-like positive electrode 12 and the belt-like negative electrode 15 are wound into a coiled state, so that the second separator 16 is positioned outermost, and a housing 2 for housing the electrode winding body 3. The electrode winding body 3 is provided with a cylindrical electrode 18 which is brought into contact with its outer peripheral surface. The polarity of the cylindrical electrode 18 is set to be a part of one of the belt-like positive electrode 12 and the belt-like negative electrode 15 and is opposite to the polarity of the electrode, positioned in the outermost periphery of the electrode-winding body 3.

SOLUTION: When activated carbon for an electrode are manufactured, this method employs the steps of subjecting a material for activated carbon, which is an aggregate of individual bodies, to oxygenation treatment to obtain an oxygen adduct in which oxygen is dispersed inside each entire individual body, subjecting the oxygen adduct to carbonization treatment to obtain a carbonized material and subjecting the carbonized material to activation treatment, to obtain activated carbon.

This carbonized matter is activated with alkali and activated charcoal for electrode can be created but potassium hydroxide is best suited as an activating agent to be used for alkali activation. Also, activating temperature of 500 to 1000 deg.C and activating time of 1 to 20 hours are desired. The activated charcoal thus obtained is able to improve the weight static density of electrode when used in a capacitor if the mode of pore distribution is located between 10 and 20 angstrom.

Due to the thermal diffusion effect of lithium into carbon, an admixture of crystalline structures LiC6 and LiC7-12 can be obtained easily. This permits accomplishing easily the negative electrode material 60 which has a large capacity and excels in stability.
