The second transport block size is represented by a third number of bits and the second redundancy version is represented by a fourth number of bits, wherein the third number of bits is greater than the first number of bits, and the fourth number of bits is less than the second number of bits. The transmitter transmits the packet based on the second modulation scheme to the mobile device.
