The hot water transfer pipe is connected between the steam recovery tank and the steam generator and equipped with a second switching valve(501) and a second check valve(502) in order to deliver the hot water that the collected steam is condensed to the steam generator. The transfer drive part delivers the hot water kept in the steam recovery tank to the steam generator according to the injection and discharge of air into and from the steam recovery tank. The water supply pipe is connected to the steam recovery tank and equipped with a third switching valve(701) in order to supply water into the steam recovery tank. The water supply tank is connected to an end of the water supply pipe and equipped with a water supply pump and a water cut-off unit. A water pipe is connected to a side of the water supply tank, corresponding to the water cut-off unit.
