A second inductor 14 is magnetically coupled to the first inductor 13, so that a potential to turn on the switching element 8 is induced when the current of the first inductor 13 increases and that a potential to turn off the switching element 8 is induced when the current of the switching element 8 decreases, and supplies the induced potential to a control terminal of the switching element 8. A control circuit 11 outputs a potential to a control terminal of the constant current element 9.
