In such a case, the spotty contact faces are preferably contact faces generated by flame-treating the cloth 13 and the flame treatment means that one surface of the cloth of a thermally melting type base material is heated at the moment to a temp. of more than the melting point by flame of propane gas or the like. Many fine spherical pills 12 are formed since the fiber on the cloth 13 surface is partially melt by treating with flame in this way and the melted based material shrinks with surface tension and then the surface of the pills 12 loses the water and oil repellent effect.
