SOLUTION: The upper layer of a plated metallic sheet is formed with a rust prevention layer of 1 to 100 mg/m2 (expressed in terms of S2O3) by coating weight, next, as the second layer, from a water base organic composite coating material composed of a water base resin, colloidal silica, water and at least one or more kinds of lubricants selected from the water base dispersions of fatty acid metallic salt, fatty acid bisamide, fatty acid amine and fatty acid amide derivatives, an organic composite film is formed. Alternatively, from a water base organic composite coating material obtained by adding at least one or more corrosion inhibitors selected from tiosulfuric ions, sulfurous ions and hydrogen sulfite ions to the above coating material, an organic composite film is formed on the upper layer of a plated metallic sheet.

SOLUTION: In this resin chromated metal sheet hardly eluting chromium, in the arbitrary cross section of a resin chromate film composed essentially of water-dispersive emulsion resin and chromium compound, the area ratio of the resin phase, which can be divided from the chromium compound by clear boundaries, is regulated to 40-95% and also the area ratio of fusion of resin grain in the resin phase is regulated to 20-100%. This material is suitable for the protection of global environment because the elution of hexavalent chromium is inhibited while maintaining the corrosion resistance in a worked part and a scratched part, which is an inherent function of chromate film.
