This constitution prevents the hydrogen induced crack to be generated vertically in the plate surface in the vicinity of the resistance welded part which is generated when the tube is used in transferring the LNG and petroleum containing hydrogen sulfide, and improves the safety remarkably.

Subsequently, after having executed its hot rolling by a Mannesmann plug mill, the dummy steel pipe 3 is drawn out. In case of rolling, a plug does not contact the clad material layer 2, therefore, a defect such as peeling-off, a loss, etc., is not generated. In this way, a product can be made long in size, and also its quality can be improved.
