    • Disclosed is a method for handing-off a mobile station receiving packet data over a second channel from a first base station system (BSS) to a second BSS by a base station controller (BSC) in a system in which the mobile station communicates with the first BSS and the second BSS adjacent to the first BSS through a first channel for transmitting a control message, and the mobile station communicates with the first BSS through the second channel for transmitting the packet data. In the method the mobile station measures receiving strengths of pilot channels transmitted from the first BSS and the second BSS, and transmits the measured receiving strengths to the BSC through the first BSS and the second BSS. The first and second BSSs each calculate available transmission power allocable to the second channel and transmits the calculated available transmission power to the BSC. The BSC calculates a sum of the available transmission power and the measured receiving strength of the pilot channel from the first BSS and a sum of the available transmission power and the measured receiving strength of the pilot channel from the second BSS. The BSC transmits a handoff indication message to the second BSS, when the sum of the available transmission power and the measured receiving strength of the pilot channel from the second BSS is higher than the sum of the available transmission power and the measured receiving strength of the pilot channel from the first BSS.

A base station sync code transmission device comprises a primary sync code transmitter and a secondary sync code transmitter. The primary sync code transmitter is for generating and then transmitting a primary sync code at a first location in a transmission frame. The primary sync code is for acquiring synchronization at a starting point of a frame and the frame is equal to one period of a spreading code. The secondary sync codes are assigned to base station groups, one to a group. A mobile station sync code receiving device comprises a primary sync code acquisition decider and a base station group decider. The base station group decider is enabled upon acquisition of the primary sync code, receives a secondary sync code transmitted at a second location in the frame, and then determines the base station group to which the transmitting base station belongs.

    • A device and method for continuous outer-loop power control on a physical channel which transmits only power control bits and no data while in discontinuous transmission (DTX) mode in a CDMA mobile communication system is disclosed. In the power controlling device according to one aspect of the present invention, a frame error detector detects an error from a frame of predetermined length and generates an error signal indicating whether an error has been generated. A closed-loop power controller compares a threshold with the signal-to-noise ratio (SNR) in each power control group (PCG) in a plurality of periods of the frame and generates power control information according to the comparison result. An outer-loop power controller increases the threshold in order to generate power control information that commands a power increase in response to an error signal indicating the existence of a frame error, and decreases the threshold in order to generate power control information that commands a power decrease in response to an error signal indicating the absence of a frame error. An offset controlling unit, which is connected to the outer-loop power controller, receives gating information about the gated transmission of data in a frame at a predetermined rate, and generates an offset signal, which indicates an offset corresponding to a changed gating rate if the gating rate is changed.
