Between the dispatching center 1 and freight collecting and distributing destinations 4-7, the collecting and distributing request and the schedule of the collection and distribution are transmitted and received through communication lines 24-27. A dispatch commanding device 102 of the dispatching center 1 forecasts the position of the operating truck and the contents of the loaded freight. Then, when the collecting and distributing request is transmitted from the collecting and distributing destination, the truck, to which the collecting and distributing request can be allocated, is searched out of the operating trucks and the collecting and distributing command is outputted to the truck. Thus, the efficiency of the transportation can be improved.

Thus, a message showing the error meaning is displayed together with a flow chart showing said treatment. Thus, the operator can accurately grasp the meaning of the error as well as the treatment to be given to the error. Then, the operator can quickly correct an erroneous plan logic.

A transforming result is fed to the plan forming terminal 2 from the data transforming part 4 and displayed.
