    • PROBLEM TO BE SOLVED: To provide a water-in-oil type emulsion system which has a water-release advantageous effect, and a preparation method thereof. SOLUTION: There are provided the water-in-oil type emulsion system containing 1.5-9 wt.% of a hydrophobic silica, 0.1-5 wt.% of a water-in-oil type emulsifier, 10-40 wt.% of an oil phase, and 55-85 wt.% of a water phase, and the preparation method thereof. However, the hydrophobic silica is not AEROSIL(R)RY200 hydrophobic fumed silica, and excludes a formulation containing the following components of polyoxyalkylene-modified polysiloxane SH3775E, an alkyl glyceryl ether-modified polysiloxane, or a hydrophobic fumed silica AEROSIL(R)R812. The weight ratio of the hydrophobic silica to the water-in-oil type emulsifier is within the range of preferably 0.7α-1.2α, wherein α is an optimum ratio of the hydrophobic silica to the water-in-oil type emulsifier.
