Comparator 35 then compares the measured value of the resource use condition x and the corrected threshold value xc′ and outputs the comparison result to call acceptance control device 31. If x≧xc′, call acceptance control device 31 restricts acceptance of new calls. Thus, the call acceptance control method, mobile communication system and base station device whereby deterioration of communication quality is suppressed irrespective of the switching system are provided in mobile communication in which multiple access is performed with shared wireless resources.

摘要： A downlink user data signal destined for a specific mobile station (4-1) is always transmitted from a single base station while a plurality of base stations (3-1, 3-2, 3-3, . . . ) being switched from one to another. A first downlink signal destined for the mobile station (4-1) is transmitted from one or a plurality of base stations through a first downlink radio channel (downlink A-DPCR). The transmission power of a second downlink radio channel (PDSCH, HS-SCCH) for transmitting a second downlink signal from the base station (3-1) to the mobile station (4-1) is provided with an offset relative to the transmission power of the first downlink radio channel from the base station (3-1) to the mobile station (4-1), thereby linking the transmission power of the second downlink radio channel with the transmission power of the first downlink radio channel. If the number of diversity branches, i.e., the number of base stations (3-1, 3-2) simultaneously communicating with the mobile station (4-1) on the first downlink radio channel (downlink A-DPCH) is large, the offset for the transmission power of the second downlink radio channel (PDSCH, HS-SCCH) is increased. If the number of diversity branches is small, the offset for the transmission power of the second downlink radio channel is decreased. In this way, the offset is determined. As a result, in mobile packet communication that transmits user data for a plurality of mobile stations through a single radio channel by temporally multiplexing the data, the reception quality of the second downlink signal transmitted from the specific base station (3-1) on the second downlink radio channel (PDSCH, HS-SCCH) can always properly be maintained.

The user apparatus includes a measurement unit configured to measure quality of a signal provided from a camped cell in an idle state at a predefined cycle, a cell search unit configured to measure quality of a signal provided from a neighbour cell at a predefined cell search cycle, and a cell reselection unit configured to reselect a cell depending on the cell search result. A frequency of the macrocell is at least partially identical to a frequency of the closed cell. If the user apparatus resides in the macrocell and a predefined reselection criterion is satisfied, the closed cell adjacent to the camped cell is reselected as a standby cell. The predefined reselection criterion corresponds to a state where the quality of the signal provided from the closed cell has been higher than or equal to the quality of the signal provided from the camped cell by a predefined threshold for more than a predefined reselection duration.
