摘要： In a content distribution system, a content provider transmits a motion picture content and usage rule metadata to a playback apparatus. In the usage rule metadata, a rule of secondary use of the motion picture content is prescribed. The playback apparatus has a controller that analyzes the usage rule metadata and controls the operation of the playback apparatus such that a still image is allowed to be extracted from the motion picture content within the limit prescribed in the usage rule. When a user extracts a still image, the playback apparatus generates user metadata in terms of extraction and transmits it to an accounting system. The accounting system performs an accounting process based on the received user metadata. Thus, users are allowed to extract still images from motion picture contents within the limit prescribed by content providers in usage rules, and content providers perform the accounting process to charge fees for secondary use of motion picture contents.

A terminal device can receive content streaming distribution from a content distribution server over the Internet. In addition, the terminal device can relay the received content to a different terminal device over the Internet. If the quality of the content distributed in such a manner is degraded (e.g., the amount of delay increases), the content distribution server can control a TV broadcasting apparatus to streaming-distribute the content by on-air broadcast. In addition, the content distribution server can stop broadcasting of the content in accordance with the number of viewers.

A VoD channel is allocated to a bandwidth of a cable network (1) which is divided for every region beforehand, and thus the VoD channel is dynamically allocated in response to the demand for VoD streaming from an end device (11). A head end includes a broadcasting server (2), a control information server (3), a VOD server (4), a regional page server (5), and a multiplexer (6). The control information server (3) broadcasts or sends DVB-SI used to form information for enabling selection of a program, or AIT for control of a browser page. The end device (11) exchanges data for obtaining content and data for stream reproduction control with the head end over the Internet (17).
